A judge blocks two Trump election order provisions, citing constitutional separation of powers.
A federal judge, Colleen Kollar-Kotelly, has permanently blocked two provisions of President Donald Trump’s 2025 executive order on elections, ruling they violate the Constitution’s separation of powers.
The decision prevents federal agencies from requiring proof of citizenship when distributing voter registration forms, including to public assistance applicants, and stops the Secretary of Defense from demanding documentary proof of citizenship for military personnel and their families overseas.
The judge emphasized that election rules are primarily the domain of states and Congress, not the president.
The ruling is the latest legal setback for the executive order, which faces ongoing challenges over claims of election security, despite evidence showing noncitizen voting is extremely rare.
The White House said it will continue pursuing the issue.
