The jury determined the city failed to ensure timely emergency response, contributing to Mays’ death from blood loss despite being conscious after the shooting.
The decision followed 12 days of deliberation and was based on the city’s abandonment of the East Precinct, barriers blocking first responders, and lack of coordination during the protest.
Mays, visiting from Southern California to join racial justice protests, left a note expressing his hopes to make his father proud.
No one has been arrested in the case.
The Seattle City Attorney’s Office acknowledged the tragedy and said it will review its legal options.
