New Jersey mandates inclusive hair-texture training in cosmetology schools, including on licensing exams, to combat bias.
New Jersey is proposing new rules for its 31 licensed cosmetology schools to ensure training on all hair types, including tightly coiled, curly, wavy, and straight textures, addressing long-standing concerns about Black hair bias.
The regulations, announced by Attorney General Matthew Platkin, require schools to provide appropriate tools, diverse mannequins, and full access to state rules, while eliminating separate men’s and women’s bathrooms to support non-binary students.
The move follows the 2019 CROWN Act and a 2023 settlement with Gloucester County Institute of Technology.
A new law signed January 12 mandates textured-hair instruction and includes it on the licensing exam.
Public comments are due by March 21, 2026.
