A former Cumbria officer was found guilty of gross misconduct for homophobic remarks made off-duty, leading to his name being added to the College of Policing barred list.
A former Cumbria Police officer, Richard Winker, was found to have committed gross misconduct after a January 2026 hearing concluded he made offensive, discriminatory, and homophobic remarks toward a colleague during an off-duty pub visit in June 2024.
Despite denying the claims and citing memory lapses, the panel found his account implausible and ruled the allegations proven on the balance of probabilities.
The victim’s detailed testimony, supported by immediate messages and corroboration from three colleagues, led to the finding that Winker’s behavior breached professional standards, caused significant distress, and harmed workplace culture.
As he had resigned before the decision, the panel recorded that he would have been dismissed and added his name to the College of Policing barred list.
