The order, issued under the Federal Power Act, cited risks to public safety and power shortages, but critics say it undermines Colorado’s legally mandated shift to renewable energy and imposes unnecessary costs on rural consumers.
The plant’s co-owners, including Tri-State Generation and Transmission, had already planned its shutdown and stated it was offline due to mechanical failure.
Similar emergency actions have been taken at other fossil fuel plants in Michigan, Washington, and Pennsylvania.
