The Belmont County CARES Program expanded significantly in 2025, with mental health services more than doubling and over 1,500 patient interactions recorded.
The initiative, which partners with local health and social service agencies, reduced emergency calls and hospitalizations by providing home visits, medication management, and overdose response.
Nurse practitioner Ryan Gallagher supported high-need patients, and the team distributed 68 overdose prevention kits, followed up after 68 overdose incidents, and conducted 10 CPR trainings.
The program received an $8,950 grant for medical equipment and hosted an Ohio State University intern.
County officials praised its impact and plans to help other counties adopt the model.
