Sweden to lower criminal responsibility age to 13 for severe crimes, effective July 2026.
Sweden plans to lower the age of criminal responsibility from 15 to 13 for severe crimes like murder, attempted murder, aggravated rape, and bombings, effective July 3, 2026, as part of a temporary five-year measure.
The change, aimed at addressing rising youth involvement in violent gang-related crimes, allows for up to two years in youth prison for 13-year-olds in extreme cases.
The policy, which excludes minor offenses, follows a 2025 government inquiry that initially recommended 14 but was advanced to 13 after consulting 126 organizations, most of which opposed it.
Justice Minister Gunnar Strömmer called the move an emergency response, citing 52 under-15 suspects in murder cases in 2025.
The bill will be reviewed by Sweden’s Council on Legislation before potential parliamentary approval, with the goal of implementation by summer.
