A new report, Class Ceiling, reveals that working-class individuals in Greater Manchester face systemic barriers in the arts due to classism, financial hardship, and lack of networks, with only 44% earning enough to live on and 51% experiencing class-based bias.
The review, led by Nazir Afzal and Avis Gilmore, recommends legally recognizing social class as a protected characteristic, expanding apprenticeships, ensuring pay transparency, and setting inclusion targets.
It also calls for a regional campaign to create 200 new arts apprenticeships using pooled levy funds and establishing a “Class Champion” role to drive equity.
The findings highlight growing elitism in the UK’s creative industries and aim to make the arts more accessible and representative.
