Texas may block private schools with alleged foreign ties from new voucher program.
Texas Attorney General Ken Paxton has advised that the state comptroller can exclude private schools from the new voucher program if they violate laws on foreign terrorist ties or restricted foreign ownership.
The non-binding opinion, prompted by Acting Comptroller Kelly Hancock’s inquiry, allows the comptroller to assess school eligibility, including those with alleged ties to the Council on American-Islamic Relations (CAIR) or foreign governments.
CAIR disputes the allegations, calling the move religious discrimination and a First Amendment violation.
The program, set to accept applications on February 4, 2026, aims to expand school choice, but its implementation has sparked debate over oversight, funding, and constitutional rights.
