Set to take effect March 31, the contract outlines rules for Chinese tourists but fails to address Taiwan’s demand for a stable, transparent framework to restart tourism.
Deputy Minister Liang Wen-chiang highlighted China’s history of revising similar contracts since 2014 while retaining unilateral power to suspend tours, citing Japan’s abrupt travel halt as a warning.
He also questioned China’s claim of 5.44 million cross-strait travelers last year, saying it includes third-country entries and inflates the real number.
