Born to a farmer, Roy expressed deep emotion over the national recognition, calling it a tribute to countless unsung contributors.
He credited his parents and teachers and praised the government's effort to highlight grassroots workers.
Roy, also the founding Vice-Chancellor of Alipurduar University, is one of 11 West Bengal recipients this year, alongside posthumous honoree theatre icon Hari Madhab Mukhopadhyay.
