Cloud has had its license suspended by Minnesota’s Department of Human Services as of January 23, 2026, following federal charges against owner Abdinajib Hassan Yussuf, 27, who is accused of a $6 million fraud scheme involving the state’s autism services program.
Prosecutors allege he recruited children, often from the Somali community, including un-diagnosed individuals, submitted inflated Medicaid claims, and used funds to buy a semi-truck, send $200,000 to Kenya, and distribute money to investors.
The center, located at Midtown Square Mall, is also accused of employing untrained staff, many of whom were teenagers.
The case is part of a larger federal investigation into fraud in publicly funded health care programs.
