Documents released by Leeds and Grenville County reveal ongoing disputes between the county and the Co-Operative Care Centre (CCC) over funding, reporting, and shelter operations ahead of the Brockville homeless shelter’s closure on New Year’s Eve 2025.
In January 2025, the county provided a $176,000 advance, to be repaid from future provincial funds, but the CCC did not sign the required service agreement by February.
A new agreement for April to September 2025 included conditions like monthly financial reports and exploring alternative funding or rent for stays over 30 days.
The county terminated the contract in September, prompting the CCC to request $236,000 for remaining expenses, which was denied; instead, a $64,479 payment extended the contract to November 3.
The release of correspondence followed conflicting claims from both sides about communication and financial commitments.
