India’s telecom regulator TRAI has launched a consultation on revising tariffs for domestic leased circuits (DLCs), the first review since 2014, aiming to align pricing with current technology and market conditions.
The move follows rapid declines in bandwidth costs due to fiber optics, SD-WAN, and expanded infrastructure, while current price caps remain well above market rates, especially in remote areas.
TRAI is considering lowering ceilings, allowing ISPs to offer managed DLC services using their own or leased fiber, and extending regulated pricing to growing VPN-based circuits.
Stakeholders can comment by February 22, 2026, as TRAI seeks to improve competition, affordability, and connectivity across regions.
