Webb County Sheriff Martin Cuellar and two others indicted for running a profit-driven disinfecting business using county resources during the pandemic.
Webb County Sheriff Martin Cuellar and former assistant chief Alejandro Gutierrez were indicted in January 2026 on federal fraud charges for allegedly running a for-profit disinfecting business, Disinfect Pro Master, during the pandemic using county staff and resources.
Prosecutors say the business, launched in April 2020, secured a $500,000 contract to clean schools and generated profits split among Cuellar, Gutierrez, and former assistant chief Ricardo Rodriguez, who already pleaded guilty.
The indictment includes conspiracy, theft of federal funds, and money laundering charges, each carrying up to 10 years in prison.
Cuellar, who has been reelected multiple times since 2009, pleaded not guilty and was released on bond.
His attorney denied any misconduct, and the case has drawn scrutiny amid his brother’s recent presidential pardon on separate corruption charges.
