Paris Hilton and lawmakers urged passage of the DEFIANCE Act to give AI deepfake abuse victims legal recourse.
On January 22, 2026, Paris Hilton joined Reps. Alexandria Ocasio-Cortez and Laurel Lee at the U.S. Capitol to urge passage of the bipartisan DEFIANCE Act, which would give victims of nonconsensual AI-generated pornography civil legal recourse to seek damages.
Hilton, drawing from her 2004 experience of a private video being leaked, highlighted the rise of deepfakes—over 100,000 fake images of her now exist—and warned of the lasting emotional harm caused by AI-driven digital abuse.
The bill, which passed the Senate unanimously, aims to hold creators and distributors accountable, offer victims restitution, and establish a 10-year statute of limitations.
It complements the 2025 Take It Down Act by adding civil remedies, and has gained support across party lines amid growing concerns over AI misuse, including from platforms like Grok.
Lawmakers hope for swift House consideration.
