Hochul claims her CDPAP overhaul saved $1B and stabilized Medicaid, but critics say it disrupted care and underpaid workers.
Governor Kathy Hochul said her overhaul of New York’s CDPAP, which consolidated fiscal intermediaries into Public Partnerships (PPL), saved over $1 billion—double initial estimates—and stabilized Medicaid by curbing mismanagement.
She credited the change with reducing administrative costs and ensuring timely payments and expanded benefits for caregivers.
However, advocates and some lawmakers dispute the claims, citing disrupted care, reduced local support, and inadequate pay increases.
Despite a proposed 1.7% raise for direct care workers—less than the 2.7% demanded—state officials highlighted over $4 billion in recent investments, including $850 million in fiscal year 2025.
Hochul afirma que su revisión de CDPAP ahorró $ 1B y estabilizó Medicaid, pero los críticos dicen que interrumpió la atención y a los trabajadores mal pagados.
