Indiana lawmakers advance bill to create new education oversight body for Indianapolis schools.
House Bill 1423, which would create the Indianapolis Public Education Corporation (IPEC) to manage transportation, facilities, and accountability for IPS and charter schools, passed the House Education Committee 7-4 on January 21, 2026.
The mayor-appointed nine-member board, to be named by March 31, 2026, will oversee operations starting July 1, 2026, including property tax levies and debt management, while the IPS board retains academic and staffing authority.
The bill, based on state-mandated recommendations, aims to streamline services and improve equity, with key deadlines including a unified transportation plan by November 30, 2027.
Despite Democratic concerns over accountability and transparency, amendments to strengthen oversight were rejected.
The bill now advances to the House Ways and Means committee.
