A 2026 report by Israel’s State Comptroller Matanyahu Englman reveals widespread illegal surveillance by Israel Police from 2016 to 2021, including unauthorized wiretaps, improper data collection, and misuse of cyber tools.
Of 14,000 surveillance requests, 11,000 were approved, with major flaws such as 35 sensitive wiretaps lacking required State Attorney’s Office approval, 37% of requests involving protected individuals approved without proper oversight, and nearly 90% of computer surveillance relying on emergency judicial orders.
In about 40% of cases, police collected data they were legally barred from accessing, including 23 instances of illegal historical data collection and 14 cases where prohibited surveillance results were used in investigations.
The report found no evidence of malicious intent but cited outdated laws, weak internal controls, and insufficient legal and judicial oversight as root causes.
It calls for updated legislation, mandatory legal and technical reviews, stronger judicial scrutiny, and improved accountability to protect democratic rights and maintain effective law enforcement.
