Unpaid tolls, defined as charges recorded by the ETC system but not yet paid, now block vehicle transfers, interstate movement, and renewals. The changes, effective January 20, 2026, support the rollout of barrier-less tolling and aim to boost compliance and efficiency. Form 28 for NOC applications now requires disclosure of toll debts and allows electronic submission.
