Eligibility remains restricted to South African citizens, permanent residents, refugees, asylum seekers with valid permits, and holders of specific special permits, all meeting income, age (18–60), and residency requirements under 2022 regulations.
As of January 1, 2026, 14,135 non-citizen applications were submitted, with 8,368 approved and 2,690 paid.
