Salem City Council rescinds 2026 appointment of murder convict Kyle Hedquist to police board amid backlash and new vetting rules.
In January 2026, the Salem City Council reversed its December decision to reappoint Kyle Hedquist, a man convicted of murder in 1995, to the Community Police Review Board after public backlash, union opposition, and revelations that council members lacked clear guidelines on criminal histories for sensitive roles.
Following emotional public testimony, including from the victim’s family, and criticism over inadequate vetting, the council adopted new rules requiring background checks for all board applicants, automatically disqualifying those with violent felonies, and reserving at least one seat on the police review board for a felony victim.
The council also withdrew Hedquist’s appointment, citing concerns over public trust and governance.
Mayor Julie Hoy emphasized the decision was based on accountability, not politics, and condemned online harassment of councilors.
