David Miller, a 49-year-old Chester homeowner, is contesting a £35 parking fine for parking his Jaguar F-Type on a council-owned tarmac area outside his home on January 11, after building materials blocked his driveway.
He says he’s used the space for about ten years without issue and argues the area isn’t a public highway due to a break in yellow lines caused by a dropped kerb.
The ticket was issued January 12, and his appeal was rejected the next day.
With legal advice, he plans to challenge the penalty, citing signage and property boundaries.
The council has not commented.
