Rahman Rose, 44, fatally shot Delaware State Police Cpl.
Matthew "Ty" Snook at a New Castle DMV on December 23, 2025, in a deliberate, targeted attack.
Rose, who had no prior criminal record or known ties to Snook, believed he was being harassed by law enforcement and shared these beliefs online, including references to "gang stalking."
He entered the DMV twice that day, returning to ambush Snook from behind a glass partition while the officer shielded a DMV employee.
Snook was shot multiple times and died.
Rose allowed others to leave, then fired at responding officers before being shot and killed by a New Castle County officer.
Authorities confirmed the attack was not random or part of a broader conspiracy, with no evidence of group involvement or prior criminal activity in Delaware.
