The Irish Planning and Development Commission ruled the project could harm the site’s ecological value, violating EU Habitats Directive and national planning laws.
The decision, following a nine-year process and a prior High Court overturning of approval, cited insufficient evidence to assess cumulative environmental impacts, despite Rowing Ireland’s claims of mitigation measures and better access for eastern Irish rowers.
