Singapore may let small HDB blocks vote as a group to boost approval for home upgrades.

Singapore’s Ministry of National Development is considering allowing smaller HDB blocks to vote together as a cluster for the Home Improvement Programme to help meet the 75% approval threshold. National Development Minister Chee Hong Tat announced the review on January 14, 2026, following recent cases where small blocks in Tiong Bahru narrowly failed to pass. The move aims to support older estates while respecting residents’ decisions. Over the past decade, six blocks have failed to reach the threshold, but all were later approved after re-polls. Existing HDB support programs provide partial funding for urgent repairs and senior accessibility upgrades.
