The Government of Chhattisgarh has defended its paddy procurement system, stating that grain losses due to natural moisture loss—known as shrinkage—are normal and scientifically expected, not signs of mismanagement.
Shrinkage rates, including an estimated 3.49% for 2024–25, align with historical averages across India’s rice-producing states.
The state now uses a digital system with real-time tracking, weight verification, quality testing, warehouse monitoring, and online payments to ensure transparency and accountability.
Losses within acceptable limits are considered routine; deviations trigger investigations.
The system, which includes digital tokens, stock traceability, and grievance redressal, ensures farmers receive full, fair payments and strengthens institutional integrity.
As of January 13, ₹23,448 crore had been transferred to 17.77 lakh farmers.
