The UK government has announced plans for a new rail line between Birmingham and Manchester, not as a revival of HS2 but as part of the Northern Powerhouse Rail (NPR) initiative.
NPR will upgrade existing routes between Sheffield, Leeds, York, and Bradford in the 2030s, avoid major land acquisition, and include a new line from Liverpool to Manchester via Manchester Airport and Warrington, plus improved eastward connections to Newcastle and Chester.
