Over 20 zinc dust containers with trace caesium-137 were offloaded in Manila after Indonesia rejected them, sparking concern despite low radiation levels.
Over 20 containers of zinc dust contaminated with trace caesium-137 were offloaded in Manila in January 2026 after Indonesia rejected the shipment.
The material, sourced from a Philippine recycler and exported by Zannwann International, was originally bound for Indonesia but was rejected amid heightened scrutiny of scrap imports.
The Philippine Nuclear Research Institute confirmed low radiation levels, stating they dropped to background levels one meter from the containers and that the ship’s crew tested negative.
The containers are now stored in a secure temporary site, with plans to transfer them to Subic Bay’s WWII-era bunkers for long-term storage while a permanent underground facility is built.
PNRI Director Carlo Arcilla criticized public fear and lack of coordination in handling the situation, while the recycler disputed the findings.
Greenpeace warned of long-term risks, and Cosco Shipping Lines took independent action amid financial losses.
Neither country has released specific radiation measurements.
