Property developer Jerry Schwartz is appealing to the Land and Environment Court after the City of Newcastle rejected his second attempt to install a $25,000, seven-meter-wide carousel at the Rydges Newcastle hotel.
The council denied the August 2025 application, citing concerns over the ride’s visual impact, scale, and inconsistency with the foreshore’s heritage and scenic character, as well as minimal public benefit.
Schwartz claims the revised design addressed prior feedback and would enhance local vibrancy, while the council maintains the project contradicts public interest and environmental standards.
The case is now before the court.
