The upgraded facility includes two 25-meter indoor pools, a children’s splash pad under a preserved heritage sundeck, spa and sauna, accessible amenities, a 970-seat grandstand, and a revamped café.
Heritage elements like the art deco harbour wall and stair tower remain intact.
Water has been pumped into the pools, and final preparations are underway ahead of handover to the council.
Officials are also reviewing ticketing and fees for nearby Luna Park.
