The court questioned the accountability of individuals and authorities who feed stray dogs, emphasizing that compassion should not trump public safety.
It emphasized that feeding dogs without adopting or sheltering them could result in liability, particularly if children or the elderly are injured.
While affirming that sterilization, not culling, is the best solution, the bench urged stricter enforcement of existing laws, the removal of dogs from sensitive areas such as schools and hospitals, and increased accountability from both governments and animal welfare organizations.
The court also emphasized the long-term trauma of attacks and urged immediate action to manage stray populations humanely and effectively.
