In response to the 2023 Bondi massacre, NSW has empowered local councils to cut utilities to unapproved religious centres promoting extremism, targeting so-called "factories of hate" like Al Madina Dawah linked to suspect Naveed Akram and preacher Wissam Haddad.
The reforms follow a Federal Court ruling that Haddad’s sermons contained offensive racial remarks against the Jewish community.
Councils must now consult police before approving new places of worship.
