New York expands free early education with 2-Care for NYC 2-year-olds and universal pre-K for all 4-year-olds by 2029.
New York State is expanding free early childhood education with two new initiatives: a phased rollout of 2-Care, offering free childcare for 2-year-olds in New York City starting in September, and a plan to provide universal free pre-K for all four-year-olds statewide by the 2028–2029 school year.
While New York City already offers universal pre-K for ages 3 and 4, most other districts lack the program or face enrollment limits.
The state will support districts in building capacity, aiming to ensure equitable access.
The 2-Care program is currently limited to New York City, drawing criticism from residents elsewhere in the state who feel excluded from the benefits.
