Crystal Owen, mother of 17-year-old Harvey Owen who died in a 2023 crash in Gwynedd, met with UK Transport Minister Lilian Greenwood in January 2026 to push for stricter youth driving rules, including graduated licences, a mandatory learner period, passenger restrictions, and mandatory safety tools like window-breaking hammers.
Her petition has drawn over 110,000 signatures.
While the government’s road safety strategy aims to cut deaths by 65% by 2035, it has not committed to graduated driving licences, though Greenwood agreed to review making safety tools mandatory and including them in the Highway Code.
The strategy also highlights youth driver risks, noting 90 young drivers and 200 others died in crashes involving young drivers in 2023, a rise from 3,987 fatalities in 2020.
The Department for Transport declined interviews but affirmed its commitment to reducing road deaths through cross-sector collaboration.
