The state planned to allocate $600 million from the unclaimed funds to the $2.4 billion project, which also includes $300 million from Brook Park and contributions from Browns owners Jimmy and Dee Haslam.
The new stadium is set to open in 2029, replacing the current facility.
Dann says alternative funding, like increasing sports gambling taxes, could have been used instead.
