Italy fines Cloudflare €14.2M for not blocking pirate sites via 1.1.1.1 DNS, per anti-piracy rules.
Italy’s communications regulator AGCOM fined Cloudflare €14.2 million for refusing to block pirate websites via its 1.1.1.1 DNS service, citing non-compliance with a 2025 order requiring filters for copyright-infringing domains and IPs.
The penalty, the largest of its kind in Italy, stems from the country’s Piracy Shield framework, which aims to block live sports piracy within 30 minutes.
AGCOM argued Cloudflare’s infrastructure enables 70% of blocked pirate sites, calling the fine necessary to enforce anti-piracy laws.
Cloudflare claims the filters would harm global performance and calls the requirement disproportionate.
The company may appeal, but AGCOM affirmed ongoing enforcement, noting over 65,000 domains and 14,000 IPs blocked since the program began in 2024.
