New Zealand reforms vocational training Jan. 1, 2026, restoring regional control and industry-led oversight.
New Zealand’s Vocational Education and Training System Amendment Bill, introduced in October 2025, takes effect January 1, 2026, restoring regional control by reestablishing polytechnics as independent or federated entities, while a few remain within Te Pūkenga for financial stability. Eight industry skills boards, with majority industry representation, will guide training standards and program development. A two-year transition period ensures continuity for current learners as work-based training shifts from Te Pūkenga to the new boards. The bill amends the Education and Training Act 2020, incorporating technical refinements from 210 submissions and 32 stakeholder hearings, aiming to make vocational training more responsive to industry needs and locally driven.
