Northern Ireland's finance minister proposes a £26B health budget, rate hikes, and reforms, urging consensus by April 1 despite DUP opposition.
Northern Ireland’s Finance Minister John O’Dowd has released a draft three-year budget for day-to-day spending and a four-year capital plan, including £26 billion for health, £10 billion for education, funding for police increases and data breach compensation, and over £100 million for Casement Park redevelopment.
The plan proposes a 5% annual rise in domestic rates and a 3% increase in non-domestic rates to generate £250 million.
Despite opposition from the DUP, which called the plan flawed, O’Dowd emphasized his statutory duty to consult and urged other parties to submit alternatives, aiming to finalize a budget by April 1 to enable long-term public service planning amid financial constraints.
