Jay Wachs, a former Richland County mental health board member, pleaded guilty to two misdemeanor conflict of interest charges for using his position to secure a contract for himself and his company, as part of an investigation by the Ohio Auditor’s Special Investigations Unit.
He received a six-month suspended jail sentence, one year of probation, and 100 hours of community service.
The probe, prompted by a 2023 complaint, also targeted former executive director Joseph Trolian, who faces trial on seven counts, including a felony, over allegations he secured a training contract benefiting his wife.
Trolian denies wrongdoing and has appealed his dismissal.
The SIU has secured 154 convictions since 2019, leading to over $16 million in restitution.
