The ceremony, held at 10 a.m. near the Old Pima County Courthouse, includes speeches, a bell tolling for each victim, and remembrance of the tragedy.
The memorial, completed in 2020, features symbolic elements honoring victims and survivors and is now open to the public.
The adjacent Southern Arizona Heritage and Visitor Center has reopened with exhibits on regional culture, history, and outdoor trails.
