A former NY trooper and PBA head pleads guilty to stealing union funds, must repay $25K and lose his pension.

Thomas Mungeer, a retired New York State Trooper and former PBA president, pleaded guilty to grand larceny for misusing union funds from March 2018 to October 2022. Under a plea deal, he must repay $25,621 in restitution, forfeit his police retirement and certification, and serve one year of probation. If compliant, he may withdraw the felony plea and plead to a misdemeanor. The union expressed disappointment, saying the deal doesn’t fully repay stolen funds or restore trust.
