Cornwall mayor withheld request to remove underperforming police board member despite findings of neglect and misconduct.
In December 2024, the Cornwall Police Service Board requested Mayor Justin Towndale remove Coun.
Maurice Dupelle, citing poor performance, but the city council was not informed.
Towndale, who appoints board members, said he kept the request private, citing discretion.
A 2025 Integrity Commissioner report and an Ontario Inspectorate of Policing review found Dupelle missed meetings, failed training, and contributed little.
Despite calls for removal, Towndale declined to act publicly, fearing it would disrupt an ongoing investigation.
Dupelle later planned to resign, and other board members managed ongoing negotiations.
He was suspended from council pay for 90 days.
No formal removal occurred.
