Bathurst is one of few NSW councils without an SRV, despite staff recommending one since 2013.
Previous cost-cutting efforts haven’t prevented repeated negative cash positions, driven by reduced state and federal funding and rising demand.
Packham says an SRV is necessary for long-term stability, especially with the region’s growing population, and must be paired with ongoing efficiency measures.
