The lawsuit, filed in December 2025 and heard by U.S. District Judge Christopher Cooper, claims the funds—meant to support testing, vaccinations, staffing, and outbreak response—were not restricted to pandemic-related use and were intended to strengthen public health systems.
Dallas County says the sudden loss forced it to lay off 21 workers and close clinics, mirroring a prior court victory by Harris County that led to the return of $20 million.
The case reflects broader frustration among local health departments, particularly in Texas, where state leaders have not joined a multistate legal challenge.
Federal agencies have not commented on the lawsuit.
