In a ruling by judges chosen by Democratic presidents, the 1st Circuit Court of Appeals reversed a lower court injunction that had blocked the rule on constitutional grounds, upholding the administration's authority.
The action, which is a component of larger initiatives to restrict federal funding for abortion services, has already resulted in the closure of at least 20 Planned Parenthood clinics and may be subject to additional legal challenges.
