Russia has introduced draft legislation proposing prison sentences of up to five years for unauthorized cryptocurrency mining, aiming to combat widespread illegal operations that strain power grids and cause massive electricity theft.
The bill, under review by the State Duma, targets unregistered miners with fines, equipment confiscation, and harsher penalties for large-scale or organized activities.
Despite legalizing mining in November 2024 with registration requirements, only about 1,000 entities registered by mid-2025, while an estimated 140,000 to 200,000 unregistered farms operate, leading to significant energy losses.
Authorities are using thermal drones and rewards to detect illegal sites, and some regions have banned mining until 2031 to prevent winter grid instability.
The law may be enacted by 2027.
