Puerto Rico has passed a law granting unborn children legal personhood from conception, giving them rights to inheritance, personal injury claims, and property under the Civil Code, as signed by Governor Jenniffer González-Colón.
The law, Senate Bill 504, passed 18-6 in the Senate and 40-12 in the House, clarifies that fetuses can be represented legally but does not alter existing abortion access, which remains permitted to protect maternal health.
Pro-life advocates call it a landmark step for human dignity, while reproductive rights groups warn of potential conflicts with pregnant people’s rights.
The law takes effect immediately.
