Officers attempted de-escalation, including two Taser uses, before firing when Lowe raised the knife above his head.
Surveillance footage, medical records, and witness accounts supported the finding that the officers’ actions were reasonable under the circumstances.
The decision, based on a 28-page report, does not affect ongoing civil litigation.
