A group of Democratic lawmakers, led by Representatives Mike Levin and Steve Cohen, are pushing a constitutional amendment to restrict the president’s pardon power after President Trump issued sweeping clemencies in early 2025, including mass pardons for nearly 1,500 January 6 riot defendants, former Rep. George Santos, and cryptocurrency executive Changpeng Zhao.
The proposed amendment would ban self-pardons, pardons for family, senior officials, and campaign staff, and prevent pardons benefiting the president’s personal or financial interests.
